11.17.11 Jeffries Sentenced to 100 Years for Shooting Two Men While Trying to Rob Them

November 17, 2011 -- Baltimore City Circuit Court Judge Gale E. Rasin sentenced Justin Jeffries this week to 100 years in prison, with 30 of those years suspended, and five years of probation for shooting two men as he tried to rob them with the help of a female accomplice.

On the evening of June 19, 2009, Dwayne Kelly and Lionel Robinson drove to a grocery store at the corner of Northern Parkway and Loch Raven Boulevard to meet Kelly K. Cedeno. When the two arrived, Cedeno asked them to follow her to another location, the 1000 bock of Dartmouth Glen Way. Once there, Kelly exited the passenger door of the car, a BMW M6 driven by Robinson, to talk to Cedeno, who was speaking with someone else on her cell phone. Moments later, Kelly got back into the car with Robinson.

While sitting in the vehicle, Kelly and Robinson were approached by a man wielding a gun, Justin Jeffries, who ordered them to "kick it out." Kelly exited the car and attempted to flee, prompting Jeffries to fire multiple shots at him, striking him once. Jeffries then turned the gun on Robinson, shooting him in the face, chest, and shoulder. Both victims survived.

Cedeno, 24, pled guilty in May 2011 to conspiracy to commit robbery with a deadly weapon and the use of a handgun in a crime of violence. On September 26, 2011, she was sentenced to 20 years in prison, 15 of them suspended, followed by three years of probation.

A jury convicted Jeffries, 23, on September 13, 2011, of two counts of attempted second-degree murder, two counts of conspiracy to commit robbery with a deadly weapon, and other charges. Judge Rasin handed down the sentence on November 15, 2011.

Assistant State's Attorney Angela Worthy prosecuted the case.
