The BCSAO is fighting on the front lines of the City’s opioid crisis. The Narcotics Unit investigates and prosecutes criminals bringing heroin, fentanyl, and other controlled dangerous substances into our City. The mission of the Narcotics Division for the BCSAO is to investigate and prosecute drug distribution and trafficking organizations in Baltimore City through the vigorous enforcement of both state and local felony-level drug and firearms laws.

The Narcotics Unit uses a geographic prosecution model with Assistant State’s Attorneys working in teams to cover specific parts of the City.  The Unit collaborates almost daily with our partners in local, state, and federal law enforcement to slow the opioid epidemic. Prosecutors from our Narcotics, Crime Strategies, and Major Investigations units work with the Baltimore Police Department and federal partners, to identify, investigate and prosecute the drug cartels distributing fentanyl and other controlled dangerous substances in Baltimore. The Unit also participates in the federally funded, High-Intensity Drug Trafficking Area (HIDTA) project, which works on a regional level to identify, investigate, and prosecute crimes involving controlled dangerous substances.

The Narcotics Unit also firmly supports the rehabilitation of those first-time offenders who are suffering from addiction by investigating treatment options for drug users such as the Baltimore City State’s Attorney’s Drug Court program.  The Narcotics Unit works hand in hand with our law enforcement partners, including the Baltimore City Police Department, State Police, Federal Bureau of Investigation, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, the Maryland Attorney General’s Office, and the United States Attorney’s Office in order to help safeguard our community through the effective prosecution of both felony drug and firearms crime.
