Baltimore — State’s Attorney Marilyn Mosby and members of her Criminal Strategies and Major Investigations units stood with representatives from the Baltimore Police Department (BPD), U.S. Drug Enforcement Administration (DEA), Maryland Transportation Authority, Anne Arundel County Heroin Task Force, Office of the State’s Attorney for Anne Arundel County, Anne Arundel County Police Department, Maryland National Guard, and Washington-Baltimore High Intensity Drug Trafficking Area (HIDTA) to announce the indictments of several members of a drug trafficking organization operating out of South Baltimore’s Brooklyn community.

On Friday, March 23, 2018, a Baltimore City Grand Jury indicted Montez “Woo” Chapman and Darnell “Dirt” Worrell — the alleged leaders of the Fifth/Patapsco drug trafficking organization— along with several of their co-conspirators: DeQwan “Flames” Cheatham, Crystal Whye, and Terron “Block” Brinkley on conspiracy and related CDS charges.

The indictments allege that Chapman, Worrell, Brinkley, Whye, and Cheatham engaged in a conspiracy dating back to at least in or about February 2017 to sell fentanyl on the streets of Baltimore City.

According to the indictments, Chapman is believed to have served as the source of supply of fentanyl for the organization and was allegedly purchasing approximately 200 grams of fentanyl every two to three weeks. The indictment further alleges that Worrell, while incarcerated, participated in the organization with Chapman, and that Brinkley, Whye, and Cheatham made the fentanyl available for street-level sales.

The Grand Jury also indicted Chapman in another conspiracy with Tracy Hendricks, wherein Chapman allegedly supplied Hendricks with fentanyl for distribution.

“The local drug trade fuels violence and murder in this city, so the ability to stop and intercept drug activity, especially the targeting of fentanyl distribution is an integral component to tackling violence,” said State’s Attorney Marilyn Mosby. “I applaud the work of all the agencies that partnered on this investigation and who successfully apprehended these individuals, which we all know is no small feat.”

The investigation started in the summer of 2017, when the Baltimore Police Department and Office of the State’s Attorney for Baltimore City began looking into areas where sales of fentanyl overlapped with substantial levels of violence. Investigators quickly focused their attention on the Brooklyn area, specifically the area surrounding the intersection of Fifth Street and Patapsco Avenue.

“Fentanyl is a problem that is going to stay for the foreseeable future… and we have to evolve how we do our cases,” said  U.S. DEA Special Agent Edwards. “This investigation started out as a homicide investigation and it worked into a drug investigation. This is a perfect example of [what happens when] everyone here starts to work together. We were here two or three weeks ago where 19 individuals were indicted [on fentanyl related charges].”

Chapman was arrested and found to be in possession of approximately 100 gel capsules of fentanyl and more than $1,200. Additional searches of his vehicles and home yielded a Hi-Point 9mm handgun, CDS manufacturing equipment, more than 300 grams of fentanyl, and an additional $25,000.

Brinkley was arrested the following week, and a search of his home revealed a .380 handgun, which according to the indictment, Brinkley admitted to possessing.

“I want to send a message to those that think they can deal drugs in our streets and commit heinous acts of violence and think they can get away with it,” BPD Deputy Commissioner Tuggle said. “We will work backwards towards you. It might be years from now, but we’re going to come back and get you. The citizens of Baltimore deserve exactly that.”

During the course of the investigation, Cheatham and another individual—Robert “Lil Robbie”/“Z” King—each engaged in their own separate conspiracies.

On Friday, April 6, 2018, the Grand Jury for Baltimore City indicted Cheatham, King, and five additional defendants on conspiracy and related CDS charges. Cheatham, along with Markus “Gucci” Holmes and Jakee Wescott, were indicted on charges including conspiracy to distribute CDS with Holmes supplying Cheatham with heroin/fentanyl, which Cheatham then distributed to Wescott, among others.

The Grand Jury also indicted Marcus “Slim” Canty and another individual for their roles in a similar conspiracy with King distributing CDS. It is alleged that Canty and the other individual supplied heroin/fentanyl to King, who then engaged in numerous street-level transactions. The other individual has been indicted, but has not been arrested. Therefore, his indictment is not publicly available.

Law enforcement searched King’s person, vehicle and residences, recovering almost $13,000, CDS manufacturing equipment, and 175 gel capsules containing a mixture of fentanyl and heroin.

In addition to Deputy State’s Attorney of Criminal Intelligence Janice Bledsoe as well as the SAO’s Criminal Strategies Unit’s Assistant State’s Attorney Julie Podlesni and Data Analyst Jami Galbraith, the following members of law enforcement joined State’s Attorney Mosby for the press conference on behalf of their respective agencies: Deputy Commissioner Gary Tuggle and Homicide Section Commander Chris Jones of the Baltimore Police Department; Special Agent Todd Edwards of the U.S. Drug Enforcement Administration; Major Corey McKenzie of the Maryland Transportation Authority Police; Major Ross Passman of the Anne Arundel County Police; Assistant State’s Attorney Jason Knight; and Deputy Director Gary Hartman of Washington-Baltimore HIDTA.

The indictments are merely allegations. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
