Baltimore, Md. (March 23, 2026) - “Today marks an important step forward in strengthening the integrity of our judicial system. I applaud the passage of the District Court Commissioner bill out of the House, a critical piece of legislation that reflects both common sense and a deep commitment to public safety. This bill is the result of three years of sustained effort, thoughtful dialogue, and unwavering perseverance. It stands as a testament to what can be achieved through collaboration among lawmakers, public safety partners, and members of our legal community who remained focused on getting this right.

“I want to extend my sincere thanks to Delegate Addison for sponsoring and championing this bill, and to Delegate Scott Phillips for listening to all sides of the issue and helping to shepherd it through the House. Their leadership was instrumental in moving this effort forward. By clarifying that arrest warrants may only be authorized by law enforcement officers or State’s Attorneys, this bill reinforces appropriate legal safeguards. Additionally, increasing the penalty for knowingly making false statements to government officials sends a clear message that such conduct undermines justice and will be taken seriously.

“Our office remains committed to advancing policies that promote fairness, accountability, and the effective administration of justice. Today’s progress brings us one step closer to that goal.” – Ivan J. Bates, State’s Attorney
