Tom Donnelly

Thomas M. Donnelly

Deputy State's Attorney

Thomas M. Donnelly serves as the Deputy State’s Attorney for the Baltimore City State’s Attorney’s Office. Donnelly graduated from the University of Baltimore School of Law with honors. He has been in private practice for the past 16 years, practicing criminal and civil litigation and appeals. Donnelly previously served as an Assistant State’s Attorney for Baltimore City, assigned as a prosecutor to the juvenile, misdemeanor, general felony, and FIVE (Firearms Investigation and Violence Enforcement) divisions. He started his legal career working for his former law professor, Byron Warnken, at his law firm, Warnken, LLC. Donnelly also taught as an adjunct professor at the University of Baltimore School of Law for four years, teaching Introduction to Advocacy to first-year law students.
