Director of Legislative Affairs
Yousuf Ahmad is the Director of Legislative Affairs at the Office of the State’s Attorney for Baltimore City, where he works to draft and advocate for legislation at the local, state, and federal level with the goal of restoring trust in the criminal justice system through meaningful reform.
Previously, he was a senior analyst in the Mayor’s Office of CitiStat where he worked to measure, monitor, and analyze city agencies to improve efficiency and efficacy through monthly performance meetings. During his time in CitiStat, the team of analysts developed OutcomeStat, a collaborative program synchronizing performance management and outcome budgeting. OutcomeStat was awarded the 2016 Government Finance Officers Association Award of Excellence in Government.
Prior to his tenure with the City of Baltimore, he worked as a Communications Aide to Governor O’Malley, and served as a Legislative Director in the Maryland General Assembly.
In addition, he has served as a lobbyist working on various legislative campaigns and policy initiatives in the private sector.
