Officers Kevin Hilton and Unique Sheppard are charged in separate cases for on-duty offenses
Baltimore, Md. (April 19, 2023) - Today, a Baltimore City grand jury indicted Officer Kevin Hilton and Officer Unique Sheppard, in separate cases, that the Public Trust and Police Integrity Unit will prosecute. A civilian, Breshawn Webb, has also been indicted in relation to the incident involving Officer Sheppard. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at trial.
"It is imperative that our police officers conduct themselves in a manner worthy of wearing the badge and serving the residents of Baltimore," said State's Attorney Ivan J. Bates. "The allegations in these cases are uncharacteristic of the honorable men and women of the Baltimore Police Department and completely unacceptable. I am confident that my Public Trust and Police Integrity Unit will ensure accountability for each defendant's alleged actions."
The grand jury indicted Officer Kevin Hilton for Second Degree Assault and Misconduct in Office for events that occurred, on May 25, 2022. He faces a maximum of 10 years in prison if found guilty of the assault charge. Misconduct is a common law offense with no set maximum penalty so long as the sentence is not considered cruel and unusual by the court. The grand jury also indicted Officer Unique Sheppard for Wear/Carry/Transport of a Handgun, Misconduct in Office, and Conspiracy to Commit Tampering with Evidence for events that occurred, on March 20, 2023. Officer Sheppard faces up to three years in prison if found guilty of the handgun violation and another three years for evidence tampering. The misconduct charge has no maximum penalty. The civilian defendant, Breshawn Webb, was indicted for tampering with evidence and faces three years in prison if found guilty.
