If you are an older adult or person with a disability and have been affected by a crime, support is available. Older adults and people with disabilities are often targeted for exploitation, neglect, or abuse. The Baltimore City State’s Attorney’s Office is committed to ensuring equal access to justice and services for these community members, including early intervention, investigation, and accountability for crimes committed against them.

Recognizing the Signs of Harm

Understanding the various forms of abuse is the first step toward intervention and justice.

Caregiver Neglect

Unmet basic needs, lack of medical care, or signs of isolation may indicate neglect.

Financial Exploitation

Unexpected money changes, missing funds, or pressure to sign documents can be warning signs.

Identity Theft

Unfamiliar accounts, bills, or benefits changes may signal identity theft or fraud.

Physical Abuse

Unexplained injuries, fearfulness, or changes in behavior can be signs of physical abuse.

The Older and Disabled Persons Unit (ODPU) utilizes a network of organizations and local agencies to address the needs and provide versatile resources to our victims and witnesses.

Dedicated Helpline

A one‑stop helpline for crime victims age 60+ and adults with disabilities, offering information, guidance, and connections to support services.

Confidential interviews with BCSAO staff and partners, scheduled at a remote site away from the courthouse environment.

Specialized Support

Support from a community liaison and investigators trained in cases involving financial exploitation, neglect, or abuse of vulnerable adults and older adult victims.
