Tiffany Harrison and William Dredden have been indicted on a total of 33 different charges
Baltimore, Md. (December 5, 2023) - Today, State's Attorney Ivan J. Bates announced the indictment of a juvenile and their parents for a non-fatal shooting and assault that took place at Carver High School in October of this year. An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at trial.
Tiffany Harrison and William Dredden have been indicted on the following charges:
- First-Degree Assault
- Conspiracy to Commit First-Degree Assault
- Second-Degree Assault
- Conspiracy to Commit Second-Degree Assault
- Use of a Firearm in the Commission of a Crime of Violence
- Conspiracy to Use a Firearm in the Commission of a Crime of Violence
- Reckless Endangerment
- Wear, Carry, and Transport of a Handgun
- Conspiracy to Wear, Carry, and Transport a Handgun
- Wear, Carry, and Transport of a Handgun in Vehicle
- Conspiracy to Wear, Carry, and Transport a Handgun in a Vehicle
- Wear, Carry, and Transport of a Handgun Near a School
- Wear, Carry, and Transport of a Handgun in a Vehicle Near a School
- Wear, Carry, and Transport of a Handgun To Commit a Crime of Violence Near a School
- Accessory After The Fact to First-Degree Attempted Murder
Dredden has also been indicted on two counts of Illegal Possession of a Firearm with Disqualifying Previous Conviction and one count of Illegal Possession of Ammunition.
“As a parent, it is mind-blowing to read the allegations in this indictment where a child's guardians facilitate in settling a schoolyard dispute with violence," said State's Attorney Ivan J. Bates. "This behavior is not only totally unacceptable, it is criminal, and my office stands ready to hold anyone engaged in such dangerous acts accountable to the fullest extent of the law. If you have a child, you must be responsible for their actions, and if you choose to participate in unlawful actions with them, then you will be held accountable for those actions as well."
The indictment alleges the following: On October 27, 2023, shortly before 8:00 a.m., William Dredden, Tiffany Harrison, and their juvenile son worked in concert to commit a first-degree assault on a student by striking him repeatedly with a handgun and their fists as he waited for his classes to begin at Carver High School. As the defendants started to leave the area after attacking the student, the juvenile fired his handgun at another student, striking him with at least two gunshots and also striking a third student, who was standing with one of the victims when the juvenile began firing. The juvenile, who was struck by the bullet(s) fired by one of the victims, was driven away from the scene by his parents. All events were captured on video.
Private surveillance video from the 1800 block of Braddish Avenue showed the following: William Dredden is seen getting into the driver's seat of an SUV parked in the 1800 block of Braddish Avenue. Tiffany Harrison, whose home is located in that block, is seen in the footage getting into the front passenger seat of the SUV. The footage then shows the vehicle pulling away and turning right onto Westwood Avenue.
At approximately 7:45 a.m., a group of young people, including the victims, were standing on the sidewalk outside of Carver High School, at the corner of Presstman and Bentalou Streets, waiting for the day's classes to begin. Around 7:48 a.m., a young male, later identified as the son of Dredden and Harrison, walked into the camera's view on Presstman Street from the eastern side of Carver High School toward the corner at Bentalou Street; his mother and father then jogged to catch up to their son as they approached the group at the intersection.
Based on the surveillance footage, the juvenile walked directly up to the victims, who were standing together and appeared to speak to them. Harrison continued to approach and stood next to her son. Dredden ran toward the group and pushed one of the victims to the ground; Harrison continued to stand next to her son while he struck the same victim with a handgun. In the footage, a low wall obscured the lower portions of the victim and the defendants. The juvenile hit the victim several times with the handgun, and Dredden struck the victim multiple times with his right fist; meanwhile, Harrison stood by as this occurred, leaning in and raising and lowering her right arm and hand, seemingly to strike the victim, who was out of view on the ground behind the wall.
In the footage, Harrison starts to walk away, then takes a few steps back toward the altercation. The juvenile then starts to walk away with his mother while Dredden delivers some final blows to the victim. All three defendants began to walk back toward the direction from which they had arrived, with the juvenile in the lead.
At the start of the altercation, the two other victims moved a few feet away and stood nearby, watching as the first victim was pistol-whipped and beaten. The juvenile encountered these two other victims after a few steps away from the scene. His gun cannot be seen in the video, but his right hand is seen in his right jacket pocket when he looks at one of the students. Both the juvenile defendant and the student then simultaneously pull out handguns and shoot multiple times at each other. During the gunfight, the juvenile grabbed his abdomen, where he was later found to be shot. The victim falls backward down some steps, continuing to fire at the juvenile. The victim suffered gunshots to his chest and right leg, and the last victim who was nearby sustained a gunshot wound to his flank area.
During the exchange of gunfire between the juvenile and the victim, Dredden and Harrison took cover by a wall and a nearby parked vehicle. After the shooting ended, Dredden and Harrison followed their son as he fled in the direction from which they all had initially arrived.
Private surveillance video from the area showed the same SUV pull into the 1800 block of Braddish Avenue shortly after the shooting was reported to police. Dredden was wearing the same clothing and emerged from the driver's seat. He then opened the driver's side rear door. Records indicate that he called 911 at this time, reporting that his son had been shot. Harrison emerged from the front passenger seat of the SUV, wearing the same clothing, crossed the street, and entered her residence. She re-emerged a few minutes later, wearing different clothing. Dredden also removed his red hoodie at this time, which was later found in the vacant lot next to Harrison's residence.
Harrison then accompanied her son in the ambulance to Shock Trauma, where he was treated for his injuries. The other victims were also treated for their injuries.
