The Special Assistant United States Attorney (SAUSA) program cross-designates prosecutors from the State’s Attorney’s Office to work as Special Assistant United States Attorneys for the District of Maryland
Baltimore, Md. (September 10, 2025) – Today, the Office of the State’s Attorney for Baltimore City and the United States Attorney’s Office for the District of Maryland announced the swearing-in of two Special Assistant United States Attorneys (SAUSA), Lauren Rosenberg and Kevin Reinoso. SAUSA Rosenberg is the first to be sworn in from the State’s Attorney’s Office in several years. SAUSA Reinoso is a former Assistant State’s Attorney in Baltimore City and was sworn into the program by the State Prosecutor’s Office. Both will work closely and coordinate with the Baltimore City State’s Attorney’s Office, local police departments, the Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”), the Federal Bureau of Investigation (“FBI”), the Drug Enforcement Administration (“DEA”) and other federal and state task forces to identify and prosecute those individuals and organizational targets responsible for committing acts of violence throughout the City of Baltimore.

These SAUSAs will handle complex investigations and prosecutions of criminal gang activities, firearms and narcotics trafficking, human trafficking, prison corruption, violent felonies, including serial robberies and home invasions, as well as homicides. They will also work closely with the U.S. Attorney’s Office’s designated Project Safe Neighborhoods Coordinator to serve as a legal advisors as cases are identified for prosecution in federal and state jurisdictions.

The SAUSA appointees are grant-funded positions supported by the Governor’s Office of Crime Prevention and Policy (GOCPP). GOCPP is the designated State Administering Agency for Maryland and is responsible for comprehensive criminal justice planning and policy development within the State. As the State Administering Agency, the office allocates resources statewide and distributes, monitors, and reports on spending under many State and federal programs.
“The SAUSA program is a key component of the Moore-Miller administration’s comprehensive public safety strategy,” GOCPP Executive Director Dorothy Lennig said. “We’re investing additional resources in Baltimore City law enforcement through SAUSA, Project Safe Neighborhoods, and other initiatives to further the historic drops we’ve seen in violent crime. Each month, we report our numbers directly to Governor Moore to ensure he has the latest public safety data from our SAUSA program.”
Since January 3, 2023, when States Attorney Bates took office, approximately 200 cases have been referred to the U.S. Attorney’s Office for prosecution.
