Judge Gives Two Consecutive Life Sentences In Lakeland Double Murder Case

Baltimore, Md. (August 21, 2025) – Today, the Office of the State’s Attorney for Baltimore City announced that defendant Tyrone Payne was given two consecutive Life sentences for his role in the fatal shootings of Di’Shon Smith and Deshaun Waters on July 25, 2023, at the 3200 block of Hollins Ferry Road. Payne’s co-defendant, Vincent Harris, was also found guilty of all charges in July and is scheduled for sentencing on October 7, 2025. Assistant State’s Attorney Amy Brown prosecuted these cases. 

“A double murder in the early evening hours displays a complete disregard for the law or the community and a willingness to perpetuate violence at any cost,” said State’s Attorney Ivan J. Bates. “Through ASA Brown’s skillful prosecution, both co-defendants in this case are feeling the full weight of the law and justice. I hope this sentence is a comfort to the victims’ families and the Lakeland community as a whole.”

On Tuesday, July 25, 2023, at 6:15 p.m., Baltimore Police responded to the 3200 block of Hollins Ferry Road about a shooting. Upon arrival, Di’shon Smith and Deshaun Waters were each found suffering from gunshot wounds. Mr. Smith was pronounced deceased at the scene, and Mr. Waters was transported to Shock Trauma Hospital and passed away two days later.

Detectives recovered surveillance video showing three armed men approach a group of individuals, including the victims, who were standing together in a highly trafficked parking lot. The first shooter sneaked up behind Mr. Waters and shot him in the neck. The other two shooters chased down Mr. Smith and shot him multiple times. All three shooters then fled the scene in a silver Nissan Sentra with heavy damage to the driver’s side door. Detectives recovered recent stolen auto reports and found that on that same day, 45 minutes after the murder, a person reported their 2019 Silver Nissan Sentra as stolen around 5:45 p.m. that day.

The next day, July 26, 2023, officers found the Nissan Sentra with heavy damage to the driver’s side door abandoned in the 500 block of Millington Avenue. Through recovered surveillance video, detectives tracked the direction of travel of the getaway car from the crime scene to where it was abandoned. Video from Millington Avenue showed two individuals, later identified as Tyrone Payne and Vincent Harris, getting out of the getaway vehicle and cleaning it out before walking away together.
