Baltimore City State's Attorney unveils dashboard to track charges and case outcomes

Baltimore City has launched an online data dashboard, becoming the third jurisdiction in Maryland to adopt this reporting system after Montgomery and Frederick counties. "The public deserves access to meaningful information about how the criminal justice system operates and how our office is truly performing," Baltimore City State's Attorney Ivan Bates said.

Four officers have been added to the Baltimore State’s Attorney’s Office’s “Do Not Call” List, including an officer arrested last month on charges of raping a woman whom he volunteered to drive home after she called police for help. Officers Jolardo De Guzman, Michael Hazel, Dequwan Houchins and Daniel Oxendine were added to the list Sept. 17.

BCSA Ivan Bates criticizes Maryland youth charging reform ahead of Oct. 1 changes

City State’s Attorney Ivan Bates joined C4 and Bryan Nehman on Monday and said the system is broken, but his office will continue to focus on the problem. “As the state’s attorney of Baltimore City, we’ve tried to enforce our juvenile division,” Bates said. “We will be handling things the manner in which we are. We’re looking at numbers. We’re looking at what we’re seeing.” As part of the measure, the Department of Juvenile Services, in partnership with the governor’s office, will also be required to provide an annual report on youths awaiting placement.

Bates’ statement came a day after Council President Zeke Cohen removed Conway as chairman of the committee and replaced him with Councilman John Bullock, a leadership change that came as Conway announced plans to collect signatures for a 2028 ballot measure aimed at strengthening the Baltimore inspector general’s access to city records.
