The Baltimore City State’s Attorney’s Office will host its annual Legislative Engagement, Advocacy, Resource and Networking (L.E.A.R.N.) tour every other Wednesday evening during the month of October. The sessions will take place from 6 to 8 p.m. at locations throughout the city.
State’s Attorney Ivan Bates blamed DPW’s actions for hindering the investigation of Timothy Cartwell’s death last November, stating that because of the agency’s handling of the scene, prosecutors “do not have the evidence we would need to adequately investigate and determine” if the driver should be charged with manslaughter.
Amir Barnes-Henderson, a repeat violent offender with prior handgun convictions, was found guilty of first-degree murder and multiple related charges.
Through the process, Santos spent six months at the Potomac Center, a state-run facility in Hagerstown for adults with intellectual disabilities, in 2023. She earned a degree from Clear Spring High School, and was able to take school trips to Spain and to Portland, Oregon. She has had regular contact with mental health providers, a probation agent and others, and receives support from Living Sans Frontieres, an organization created by the Maryland Developmental Disabilities Administration.

Homicides in the city and violent crimes involving young people are at decade lows, and the drop in gun violence is considerable. As of this past week, fewer than 100 people have been killed in the city. As of this past week, 84 people were killed in the city. That's a noticeable decline from 2024, when the city reported 115 homicides.
"It's what I consider to be almost an autopsy of a case, of a criminal trial. That's really what I do," Lipscomb explained.
Prosecution and defense counsel gave closing statements on the fifth day of Kemonta Johnson’s jury trial on Feb. 6 and debated the legitimacy of admitted evidence, which includes cellphone records, a 9mm Ruger handgun recovered from the scene and Kemonta Johnson’s 2007 Chevrolet Uplander minivan.
