Community Liaisons are responsible for connecting residents of Baltimore City with educational information, resources and services, as well as resolving any issues and concerns within the district’s that they represent. One of the critical responsibilities of this position will include brainstorming and creating methods for engagement for the State’s Attorney to increase his visibility and awareness of his commitment to Baltimore City. This position will collaborate with various units within the State’s Attorney’s Office that provide services, programs and resources to assist with coordinating, and executing events that are beneficial to the State’s Attorney and this administration.
Duties of Community Liaison – Legislative Assistant:
- Attending community association meetings and events, businesses and other local stakeholder events and meetings that increase the visibility and awareness of the SAO and our commitment to Baltimore City, partnering with city and state agencies to provide information and resources for this population
- Oversee and implement under the direction of the Chief of External Affairs, our government relations unit, including drafting legislation to be presented to local legislators, organizing public events, meetings, town halls, and informational sessions in relation to the annual legislative sessions.
- Create an internal data base of various city and state agency staff that provide services, programs or activities to citizens that can help assist in our efforts of providing assistance to this population, including community association meetings and leadership, schools, faith-based institutions, and other local stakeholders.
- Collaborate and participate with other SAO units and their sponsored events and outreach activities to inform communities related to the SA’s plans for public safety. This would also include participation with city and state partners, stakeholders, state/local government and including hospitals, non-profits, educational institutions or corporations, who provide programs and services to Baltimore residents.
- Respond to community inquiries and brief the Chief of External Affairs and other SAO officials on matters of public interest, issues and concerns.
- Maintain existing relationships, connect and cultivate new relationships with partners, stakeholders, state government and community- leaders who provide services and programs for area residents.
- Maintain accurate records and prepare daily/weekly/monthly reports on the goals and objectives of your outreach and community engagement plan and all activities related.
- Participate in workshops, conferences cultural/ meetings to promote the SAO which includes also serving on committees and groups that provide services and programs for residents when invited or requested.
- Develop a program and training to assist with various tasks, which include staffing at events and activities, attending meetings and other duties that may be assigned.
- Represent the State’s Attorney at events and activities that may require a proclamation or memorandum when the State’s Attorney is unable to attend due to scheduling conflicts.
- Develop and maintain a database of community associations, their meetings and leadership, senior centers, businesses, schools, faith-based institutions and district stakeholders that will be constantly updated and kept on file for the EA Division and administration to access for future needs.
- Develop and maintain a resource manual of community programs and services to provide information for Community Engagement liaisons to use in the absence of their district rep.
- Maintaining would including quarterly data audits to ensure all information is accurate, updated and complete. Research and look at best practices to improve access to the right information when needed and improve performance and productivity.
- Meet weekly with Chief of External Affairs and the Community Engagement team to plan or discuss any issues, concerns or upcoming events.
Knowledge/Skills/Abilities:
- Knowledge and experience in working with diverse communities including community association meetings, business and faith-based leaders and neighborhood events.
- Knowledge of government structures, city and state agencies along with policies which impact State’s Attorney Office business and progress, including working with Baltimore City Police, and attending commander meetings and working in coordination with their liaisons.
- Ability to prioritize and handle multiple tasks/deadlines

- Experience in facilitating public meetings and other public forums
- Exceptional organizational and planning skills
- Possess the ability to operate effectively in politically sensitive environments, and adaptable to change
- Basic project management knowledge and experience
- Applicants should possess the ability to work in a high volume environment and be familiar with the legislative process, federal, state and local processes including how bills are introduced and passed.
- Preference to be given to an individual who has previously worked within the legislative arena and/or has direct relationships with city, state and/or federal officials. Reading, writing, and understanding legislation will be an added plus, as will applicants who understand the criminal code.

The ideal candidate should be able to interact professionally with the legislative leaders that represent Baltimore and surrounding jurisdictions, as well as being able to work collaboratively with prosecutors, attorneys, victims and witnesses, and have the ability to multitask, have exceptional organizational skills, a positive attitude, be able to work independently, and demonstrate enthusiasm to learn new ideas and concepts.
Qualifications: The selected candidate will be required to submit to a criminal background check before starting employment.
Salary: $55,608 plus a competitive benefits package.
